4.      Led Kaohsiung Motor Vehicle Office to win the Top Place of Golden Safety Award in the Group Two of Motor Vehicle Services from Ministry of Transportation and Communication for the excellent performance of Road Safety and Order, as well as Road Safety Improvement Initiative in 2004.

5.      Led Kaohsiung Motor Vehicle Office in participating 2004 Service for the Public and won Quality Research & Development Achievement Award with outstanding performance.

6.      Led Kaohsiung Motor Vehicle Office in the survey for overall satisfaction of Motor Vehicle Offices of 2004 and was appraised as outstanding leadership.

7.      Led Kaohsiung Motor Vehicle Office in the 2004 Hazard Preventing and Handling Drill and completed the mission satisfactorily.

B.Words of Chief

 1.      Motor Vehicle Office is providing services with extensive and frequent contacts with the public and the service quality of it has intensive effect on the image of government, hence, all of us must insist on the spirit of Ministry of Transportation and Communication (MOTC), which consists of Moving (M), Organization (O), Technology (T) and Connection (C) and the service philosophy of Directorate General of Highway—People Friendly, Convenient, Simplified, Malpractice Prevention and Safety and based on the Humanity Care and Technological Innovation to push forward all kinds of simplified and convenient service measure. In this connection, I, as head of the office, will responsibly lead all of my coworkers to attain the following goals:

1)      Stay with the oath we have made when taking over the jobs, which is “Complying strictly to the law and regulations of the country, faithfully performing designated jobs to serve the country, refraining from wasting public resources, keeping from abusing manpower and corruption and declining any bribery offer. We, coworkers of this office, may we stick to what we swore.

2)      Keep on enhancing the important belief of People Friendly, Convenient, Simplified, Malpractice Prevention and Safety, with special emphasis on the implementation of simplified and convenient measures at Stage 7.

3)      Continue the innovation of Motor Vehicle Office operations through computerization and networking to stimulate individual potential and innovative gift.

4)      Build Knowledge Bank in Knowledge Management Mode to cut manpower, material and financial resources

5)      Establish Knowledge Sharing Zone to activate the ability in core value and promote total engagement and promote the working skills of coworkers.

6)      Keep on refining service quality to improve the working value of employees in Motor Vehicle Office, as well as job support, good interaction, team work, so as to promote satisfaction on job, to leadership of executive and relationship among the working partners.

7)      “Shaping Learning Organization” to introduce organization learning concept. Through Organization Leaning, individual can learn to expand individual competence and realize the selected target and expectation and build common vision.

3.Origin Of This Office

 

This Office Was Founded on Feb. 1, 1952, As Then The Tainan Motor Vehicle Office, Governing The Highway Supervising Operation of The Five Counties And Cities of Yuanlin, Chiayi, And Tainan. Owing to Operational Demands, It Was Successively Establishing The Motor Vehicle Offices of Hsinyin, Yuanlin, Madou, Tongsi, And Tainan City. In The Early Stage, This Office Was Located at No. 61, Hsinron Street, Chiayi City, Which Was No More Than A Small Bungalow Built In Japanese Style. In 1961, This Office Was Removed To No. 89, Baogien Street, Hohu, Chiayi City, A Two-Storey Building. Afterward, on Oct. 1, 2004, Was The Office Removed To Current Address At No. 29, Putzi 7th Street, Chiayi County, Which Has Been A Seven-Storey Modern Building.   

 

Since This Office Being Established, under The New Conception That Advocates of Various Governments Intend To Reform The Administration, This Office Has Comprehensively Set Up The Counter of The “Unified Operating Window” in Compliance With The Operation of National Highway Supervision. In Order To Meet The People’S Conveniences, We Provide Full Service for Them And Benefiting Them. According To The Five Major Objects of “The Intimate of The People”, “Convenience of The People”, “Brevity of The Administration”, “Prevention of The Corrupt Practice”, And “Securities”, Enacted By The Highway Headquarters in 1993, We Were Promoting Seven Measures For “Brevity of The Administration” And “Convenience of The People” To Substantially And Authentically Adopt The Action To Esteem The Public in Services, And Let Them Feel The Warm And Intimate Service.

 

In Order To Greet The 21st Century, An Era That The Servicing Orientation Is Consistent With The Concept of Enterprising Operation, This Office Shall Be, In The Future, Adequately Utilizing Civil Resource, Enlarging Commitments To Handle Various Supervising Operation, Coordinating The Project of “E-Network Of Supervision” Produced By The Ministry of Transportation And Communications, And Providing Faster And Simpler Services.
