According to Article 85 of the Road Traffic Management and
Penalty Regulations, violations before handing over item by item
will be judged due to the violation facts, and the debtor shall be
responsible for all of the violations. |

My vehicle is insured, but why was I still being accused of being
against “Vehicle Compulsory Insurance”? |

(1)The insurance company hasn’t uploaded the insurance record.
(2)The insurance record that the company uploaded is not correct, it
might be wrong or is blank for its vehicle number.
(3)The vehicle was not insured on the violation date but after it. |

I was drunk while driving, and the police slapped a lien on my car
because they found my alcohol consistency is 0.5 mg. I don’t have
enough money to pay the fine; may I use my driver’s license to
substitute? |

No, according to Article 35 of Road Traffic Management and
Penalty Regulations, you should be fined 34500 NTD and suspend your
license for one year. Item 1 (3) of Article 65, Traffic Management
Punishment Regulations is not suitable to use here. |

My license plate is cancelled directly, when can I start to use my
vehicle? |

According to Article 66 of Road Traffic Management and Penalty
Regulations, you cannot reapply for the license within six months if
your license plate is directly cancelled; besides, you should not
reapply unless you are considered being qualified by the road
supervising agency. |

The verdict notice was received and signed by my brother, I didn’t
know it at all, and how can you cancel my license? |

According to Article 72, 73 of Administration Procedures Laws,
the verdict notice should be sent to the residence place, office or
business place. If the target person is not able to notify, the
verdict notice is allowed to give to reasonable co-habitant,
employee or mail-dealing person. |

What certificates should I prepare if I want to change my
driving permit? |

Please prepare your original driving permit ,valid compulsory
insurance card (the term of validity is above 30
days) and 1050 NTD for heavy motors, 750 NTD for light

What should I do if I want to cede transfer the ownership of my car?

Please prepare both of the original copies of ID certificates,
seals of the selling and buying party, valid compulsory insurance

for the new owner; unpaid fines and taxes should be paid up in
advance; If the car has been used over six years, you should pass
the temporary vehicle inspection first, or you shall not be allowed
to transfer the ownership of your car. |

How long should I have my vehicle inspected? |
| A. |
According to Article 44, road traffic safety rules, private
minibuses and large-sized heavy motorcycles which are produced under
5 years are allowed not to have regular inspection; 5 years above,
10 years under should be inspected one time per year at least; 10
years above should be twice per year at least. But for those private
minibuses which use liquid petroleum gas and compressed natural gas
as fuel, other categories of private vehicles and business vehicles
that are produced under 5 years should at least be inspected once
per year; 5 years above twice per year at least. Trailers should be
examined once per year at least. |

What should I do if my car inspection is overdue? |
| A. |
Violators who are not prosecuted or prosecuted but haven’t
exceeded the due date, may take the violation ticket, original copy
of driving permit, valid vehicle compulsory insurance card and
original copy of owner form of plate registry (not required for
private small vehicles and under) to any Motor and Vehicle station,
bureau, office and authorized factory to handle the inspection and
payment. For those who have been prosecuted and exceeded the due
date, but not more than 7 months after the appointed inspection date
for the license, should take the violation ticket, original copy of
vehicle registration, valid vehicle compulsory insurance card and
original copy of owner form of plate registry (not required for
private small vehicles and under) to every Motor and Vehicle
station, bureau, office to handle the examination and payment
procedures. |

I want to buy a used motorcycle, how should I handle the transfer
procedures? |
| A. |
Please prepare following certificates:
(1)A valid residence permit and seal of the new owner.
(2)The ID certificate of the original owner (ID card or valid
driver’s license for local people, valid residence permit for
foreign residences) and seal.
(3)The driving permit of the motorcycle.
(4)valid compulsory insurance card by the name of the new owner(the
term of validity is above 30 days).
(5)Motor transfer registry. (with seals of both new and original
owner, and the telephone number of the new owner)

(1) Motors that have been used over six years should pass the
inspection in advance unless it has already been inspected one month
before. (2)The transfer fee is 150 NTD, fines and unpaid taxes
should be paid up at the same time. (3)If the new owner is a foreign
labor, the agreement from hirer and driver’s license will be
required. (4) If the original owner is a foreign labor, his/her
service unit should provide the exit certificate of foreign
residences, vehicle certificates, transfer agreement and warrant,
and then handle the transfer procedure. |

I want to buy a new motorcycle, what should I do to get my license
plate? |

Please take a valid residence permit and the following
certificates:
(1) Applications of new motor plate registry, two copies for each
format, all columns filled up with applicant’s seal. The motorcycle
should pass the inspection, and the registry form must have the seal
of the inspector.
(2)Product certificate, the payment certificate of commodity tax and
uniform invoice, the engine number should be noted on the invoice.
(3)valid compulsory insurance card (the term of
validity is above 30 days)
PS. Foreign labors should check the agreement of
the hirer and driver’s license. |

If you want to respray your vehicle, you should take your valid

please take the original copy of valid residence permit, seal,
vehicle registration, valid compulsory insurance card

motor and vehicle institutions to handle the color change registry. |

seal, and handle at the car alteration window. |

Please go to post office and transfer the required fee and fuel
tax plus 25 NTD for self-addressed stamp. The vehicle category,
plate number and the compulsory insurance number, name of the
insurance company, insurance expiry period should be noted in the
appropriate form. The transfer account number of the Office is
04541506, and account name: Kaohsiung Motor Vehicle Office. The
required commission and fuel tax can be checked in the website of

My driving permit is overdue, what should I do? |
| A. |
Please carry your driving permit, compulsory insurance card,
required fees and pay up all fines and taxes while renewing driving
permit. Motorcycles under 50cc will be charged 750 NTD, 51cc to
125cc for 1050 NTD, 126cc to 150cc for 1350 NTD every two years.
Vehicle registration renewal will be charged with 200 NTD. |
Q2. |
What fees should I pay if I want to transfer my vehicle? |
| A. |
Handling vehicle transfer should pay up all unpaid taxes, fines
plus 200 NTD for driving permit fee. If the motor license is
invalidated while transferring motorcycle, a two-year renewing fee
and other fines should be all paid up; if the motor license is still
in the valid period, you only have to pay 150 NTD for motor license. |

My vehicle is stolen, what should I do? |
| A. |
You should report to the police first, and then take the
reporting certificate and your ID card, driving permit to pay up all
your vehicle license tax and fuel up to the day before the stolen
date, thus the cancellation procedure is completed. |

How should I handle the vehicle recycling procedure? |
| A. |
Please take the recycling certificate, ID card of the vehicle
owner, driving permit to pay up all the fines and taxes up to the
day before the environmental protection discarding day, thus the
changing of environmental protection discarding into scrapped

The fuel tax of the year starts to be levied, what should I do if I
haven’t got my payment notice? |

First, you can ask for the notice by phone during the levying
period, and we will send it to you again. Second, you can use
telephone account transfer system to pay the fuel tax; the telephone
number is 4121111-169#. Third, you can use our website to pay your
fuel tax. During the climax time of the levying period, we will also
open plus window to help people handling the payment procedure. |

How should I apply for tax exemption of handicapped person? |

If the owner of the vehicle is a handicapped person, the driving
permit , driver’s license and Handicapped Handbook shall be
examined; if the handicapped person is not able to have the driver’s
license, driving permit , Handicapped Handbook and the Certificate
of Household Registry which is able to prove the relationship
between the owner and the handicapped person shall be examined; the
applicant should prepare the certificates mentioned above to apply
for tax exemption in the Tax Administration of the jurisdiction. |

I’ve already had my scrapped procedure done, how should I apply for
vehicle license tax and fuel? |

The Motor Vehicle Office will automatically send you the tax
refund notice if you already done your scrapped procedure,
cancellation, theft cancellation, no transferring cancellation, or
vehicle fuel overpaid, each Station will send the fuel tax refund
letter, and the car owner does not have to apply. License tax should
be separately handled in the Tax Administration of the jurisdiction. |

My vehicle was cancelled for inspection behind time, but I still
want to use it, what should I do? |

Please clear all unpaid taxes and fines up to the day before
cancellation, turn back your driving permit , and re-examine vehicle
after handling cancellation (450 NTD for small vehicle, 600 NTD for
large vehicle inspection), and tax and other fee should be paid from
recollecting day to the end of the year, and also number plate fee
600 NTD, driving permit 200 NTD. |

What’s the collecting basis of vehicle fuel tax? |

According to “Article 27 of Highway Law,” fuel tax is collected
for road maintenance, building and security management, and is
distributed for the use of urban road maintenance based on urban
road regulations. |

What’s the penalty rules on fuel tax overdue? |
| A. |
According to Article 75 of Highway Law, if the owner of the
vehicle doesn’t pay up fuel tax in time, and still not pay after
being notified overdue, will be punished with fine of more than 300
NTD but less than 3000 NTD, and meanwhile be suspended to handle
vehicle alteration or inspection. |
